6.1

Chairperson's Report - November 2024

 

This item presented the Chairperson’s report highlighting matters of interest to Te Awahou Foxton Community Board.

A.      That Report 24/813 Chairperson's Report - November 2024 be received and noted.

The Board discussed the berm mowing issue, mentioning a motion by councilor Brannigan for the council to look into it and addresses a concern from a resident about paying rates without services.

The Board was updated on the Foxton Climate Resilience Project governance group, mentioning meetings to discuss water problems around Foxton.

Decisions from that group included Horizons going ahead with sheet piling for Kings Canal, upgrading the Purcell Street pumping, and stormwater upgrades.

The Cook Street wetland will be fenced off and put on hold, and maintenance on several drains will be undertaken.

Board members questioned the board's earlier submission to Council as part of the Long Term Plan supporting the reduction in levels of service for berm mowing to keep individual rates down.   It was suggested the Board prepare a submission to Council.

The Chief Executive advised that the matter coming before Council was not being consulted on a so a formal submission the board was not the best way forward, but that the Board seek public participation rights and suggests noting the board's position in the minutes.

Board members noted their change of approach was because the reduction in levels of service for berm mowing seemed to have a greater effect on the residents of Foxton and Foxton Beach

That the Board note that because of the consequences of ceasing berm mowing appear to outweigh the cost saving benefits, it recommends Council revisit the management of berms.

This report updated the Community Board on the activities of Community Board Member Brett Russell.

The increasing level of usage of the Foxton Beach Community Centre’s services was noted, as well as the agreement by Council to finalise a lease for the community centre.

 

The Chief Executive noted that the final lease details would be determined by the Lease Policy which is currently under review.

Community Board Member Report - Brett Russell

 

This report updated the Community Board on the activities of Community Board Member Brett Russell.

It was reported to the Board the Horowhenua Community Camera Trust  were successful in gaining find for the cameras in Shannon, and camera were being installed outside New World and Property Brokers in Foxton.

 

The Manawatu Estuary Trusts progress on finalising development of the Manawatu Estuary Management Plan for 2025-2035. The plan is due to be launched on Friday, 14 March 2025 at the Manawatu Marine Boating Club.

Community Board Member Verbal Update – David Roache

 

 

An update was provided on the recent Spring Fling.  Some 10,000 people attended.  There were 200 stalls and 30 food trucks.  Despite the inclement weather the Spring Fling was a great success

 

 

 

 

 

7        Reports

 

7.1

Presentation - Options for Lady’s Mile Traffic

 

 

James Wallace – Land Transport Manager – presented to the Board. 

 

The purpose of te presentation was to provide background and options for traffic calming measures, following a petition recently presented to the Board concerned about increasing speeds ion Lady’s Mile.

 

Traffic data for the most recent survey showed a significant speeding problem, with 15% of traffic, or 1,000 vehicles per day, were exceeding the speed limit by more than 20 km/h.

 

A number of options were presented.  The installation of speed humps was the most practical and effective option, and could be done within exiting budgets.

Foxton and Foxton Beach Community Plan

 

This report presented the draft Foxton and Foxton Beach Community ‘Plan on a Page’ to the Te Awahou Foxton Community Board for endorsement.

A.      That Report 24/822 Foxton and Foxton Beach Community Plan be received.

B.      That this matter or decision is recognised as not significant in terms of S76 of the Local Government Act.

Officers presented the draft Foxton and Foxton Beach Community Plan on a Page, noting positive feedback from the community.

 

Background was provided on the structure and implementation of the plan, emphasising community-led leadership.

 

The board endorsed the draft community plan on a page, noting its focus on partnerships and ongoing review.

7.3

Update on Foxton Beach Stormwater Consent

 

 

This report provided an update to the Board on the storm water discharge consent process for the Foxton Beach township.

 

 

The report was taken as read. 

 

Some concern was noted about the consent committing to actions without knowledge of the full cost implications.

 

The Chief Executive acknowledged that the regulatory environment is changing, and there is uncertainty around the standards council will need to meet, which impacts the costs involved.  Those costs would need to be further discussed by Council.

Foxton Beach Endowment Fund Update

 

 

This report updated the board on financial movements in the Foxton Beach Endowment Fund, and reported progress of the Fund policy review.

 

 

Officers provided an update on the Foxton Beach Endowment Fund, noting the current balance and recent grants. The report provided in future will be more detailed and set out a more useful breakdown, including all previously made grants.

 

The board acknowledged the progress and thanked officers for their work with the Fund review.

This report presented the Organisation Performance Report for October 2024 highlighting areas of interest to the Foxton Community.

 

 

The Chief Executive presented the Horowhenua District Council’s Organisation Performance report October 2024, noting high-level strategic priorities and actions.
