6.3 Sea Scouts - Request for Approval to Access Surface of Lake, and Mūaupoko Park

The Board has received a request from the Sea Scouts for access and permission to sail and row on Lake Horowhenua from October to December.

Hi Lacey
Murray advised me he had been in contact with you about arranging access with the Lake Horowhenua Trust Board for access for the Sea Scouts to sail and row on the lake from October to December as we have done with our youth on Thursday evenings for 50 + years. Last year it went well until the Rahui was placed on the lake for the murder. Always the build up of weed has stopped us after December.
It is essential for us to complete our rowing and sailing program to access a boat launching spot, with other options eg Paraparaumu beach and Foxton Beach generally too far for getting there and back on a weekday evening. The programme is fully covered and insured under the Scouts NZ program for health and safety, training, equipment checks etc. I have cced Derrick our Scouts Water Activities Advisor . We bring our boats down from Parker Ave on trailers.
1. We need a way to get the through the locked gate which has become an issue in the last year (we have had a key from the council in the past when it was locked or finished by the time the security guard locked the gate in past set ups).
2. Also we also usually get permission from the board to use our little safety motor boat on the lake. I understand legally this is required because of the motor, but not for the sailing and rowing. But we also need to get to the lake edge to launch the boats.
Since the new ramp used by Horizons at the South end of the lake has been built, we have inquired about using that instead and were referred to the Muaupoko Tribal Authority but have not been successful in that, or really getting a chance to discuss it with anyone.
Note I have cced our other scout leaders and we would welcome a phone call or a chance to answer any questions or could attend a Domain meeting if that was appropriate.
I have attached the recent communication of Murray and a previous approval is below.

6.4 Draft Domain Development Plan
Purpose | TE PŪTAKE
This item seeks feedback on the draft Lake Horowhenua Domain Development plan presented to the Board in November 2024.
A. DRAFT LAKE DOMAIN (MUAŪPOKO PARK) DEVELOPMENT PLAN 2024 - 2034
PURPOSE
The purpose of this plan is to outline the moemoeā the Lake Domain Board have of the area of which they oversee.
It will highlight the goals the Board wants to achieve over the next 10 years in the hopes of creating an environment that whānau and the wider community can enjoy and are proud of.
This plan will look at the actions required to meet these goals and the management of the Lake Domain in the Board’s role of Kaitiaki.
THE AREA
Offering great views over Lake Horowhenua, Muaūpoko Park is an extensively landscaped area of parkland around the lake with a playground. Lake Horowhenua is one of the coastal dune lakes typical of the region.
A large variety of bird life visits the lake - a great place to feed the ducks with the littlies. It is a peaceful spot with play equipment and large grassed areas.
No power boats are allowed and the lake is not suitable for swimming. Dogs only allowed in designated Agility/Obedience Club areas.
Muaūpoko Park has previously been maintained by Horowhenua District Council under the direction of the Lake Domain Board, vehicle access cannot be guaranteed although the park can be entered by foot from the Queen St entrance.
NGĀ MOEMOEĀ
· Muaūpoko Park is a safe space for whānau and the wider community to enjoy recreational activities, whakawhanaungatanga and the wairua of Muaūpoko.
· A park that represents the biodiversity and ecology of Muaūpoko and contributes to improving the health of Lake Te Wai o Punahau.
· An educational area for whānau whānui to learn from.
· Trust base-core is the health of the lake.
THE PLAN
Short Term until 1 July 2025
· Apply for external funding to support kaitiakitanga of the space
· Community clean up effort to mow learns, weed and pick up rubbish.
· Put in a gate at the entrance to the park
· Get a security installed for the front of the park, at the entrance.
· Erect barriers around the midin/mirin site
Medium Term until 2029
· Clearer lines of sight, with trees trimmed or removed
· Riparian planting along the streams that go through the domain
· A full time kaitiaki of Muaūpoko Park who cares for the park and ensures those who are enjoying it do so in a safe manner.
· Improved amenities
· Ongoing maintenance of the amenities and open spaces.
Long Term until 2034
· An area for whānau hui and celebrations with power source for lighting, speakers etc.
· Raised hāngi pit
· An event centre
6.5 Bylaw Review
Purpose | TE PŪTAKE
Board members will discuss whether a bylaw review is required and if so what parts of the bylaw.
6.6 Adminstrative Matters for the Baord
Purpose | TE PŪTAKE
The Board wishes to discuss and agree on administrative matters for the Board. This includes matter raised by Mr Rudd in his letter to Board members.
