To consider, and if thought fit, to pass a resolution to permit the Council to consider any further items which do not appear on the Agenda of this meeting and/or the meeting to be held with the public excluded.
Such resolution is required to be made pursuant to Section 46A(7) of the Local Government Official Information and Meetings Act 1987, and the Chairperson must advise:
(i) The reason why the item was not on the Agenda, and
(ii) The reason why the discussion of this item cannot be delayed until a subsequent meeting.

4.1 Receipt and Hearing of Submissions - Long Term Plan 2024-44

1. Purpose
1.1 To receive submissions on the Draft Long Term Plan 2024-2044, and hear from submitters.
2.1 That Report 24/250 Receipt and Hearing of Submissions - Long Term Plan 2024-44 be received.
2.2 That this matter or decision be recognised as not significant in terms of s76 of the Local Government Act 2002.
2.3 That Council receive the submissions on the Draft Long Term Plan 2024-2044 lodged by 4pm 15 April 2024.
2.4 That Council receive the late submissions on the Draft Long Term Plan 2024-2044 lodged after 4pm 15 April 2024.
3. Background/Previous Council Decisions
3.1 At its meeting on 6 March 2024, Council adopted the consultation document for the Long Term Plan 2024-2044.
3.2 Consultation commenced on 15 March 2024 and closed at 4pm on 15 April 2024.
3.3 During the consultation period, 34 consultation events took place in Levin, Foxton, Shannon, and Manakau including five online events. Events included:
· 300+ at Rangitahi and Community Group events
· Six schools visits: Levin East primary, Waiopehu, Horowhenua and Manawatu Colleges and one Youth Voice Rangatahi event
· Levin Intermediate – 17 students doing a 5 week Council Elective including time on the LTP
· Five Citizen Panel workshops with 120+ attendees
· Four Cuppa with a Councillor events: Te Awahou Nieuwe Stroom, Te Takeretanga o Kura-hau-pō, Shannon Library
· Several meetings were held with groups who requested meetings or were eager to engage with Council on the LTP, this included but not limited to, local iwi and hapu, Greypower and other community and ratepayer groups.
· 5 Facebook live sessions | 22 static Facebook posts | 2 Facebook stories | 3 Instagram posts | 5 Instagram Stories | 4 TikToks | 4 LinkedIn posts | 7 Because of You Facebook posts.
3.4 Social Media Analytics:
· Total Reach 155,117
· Total Engagement 12,975
· Reactions 1,382
· Comments 1,218
· Shares 134
3.5 So far 487 submissions have been received. The final number could end up being higher as we anticipate some still to arrive through the post. Of those received 65 individuals or groups have requested to speak to their submissions before Council. Council is asked to make a decision to accept those late submissions that have been received after the closing period.
4. Issues for Consideration
4.1 Those wishing to speak to their submissions have been invited to speak to Council on 1 and 2 May 2024.
4.2 At the time of writing this report submitters were still confirming their speaking times for the scheduled hearing days. A confirmed list of submitters and their speaking times will be made available prior to the hearings.
4.3 The table below identifies the submitters who have indicated that they wish to speak to their submission at the hearing.
4.4 Copies of all submissions are attached to this report, or can be viewed on Council’s website.
4.5 Councillors will consider all submissions received and will meet again on 22 and 23 May 2024 to deliberate on the submissions and give officers direction on the final version of the Long Term Plan 2024-2044
4.6 Following the deliberations and final changes made, the Long Term Plan 2024-2044 will go through a second audit process undertaken by Audit New Zealand.
4.7 The final Long Term Plan 2024-2044 will be presented to Council on 26 June 2024 for adoption, and the Striking of the Rates will occur at the same meeting.
4.8 Submitters will be advised of the final decisions in July.
