5.1 Community Wellbeing Committee Network - August 2024
1. Purpose
1.1 To give an update and overview of the activities and actions undertaken by the current Wellbeing Network Committees.
2.1 That Report Community Wellbeing Committee Network - August 2024 be received.
2.2 That this matter or decision is recognised as not significant in terms of S76 of the Local Government Act.
3. Our Committees
Horowhenua Youth Services Network
3.1 The Horowhenua Youth Services Network has met once since the last Community Wellbeing Report.
3.2 From their meeting held on 30 May 2024, the following updates were provided:
· Mau Rākau – The 10-week programme concluded with a performance from the participants in front of their whānau at the Levin War Memorial Hall. There was a discussion on an extension for current participants; which is not feasible at this stage due to tutor availability, however this will be considered in the future. The meeting discussed potential collaboration with iwi/hapū partners for future training. Positive outcomes noted: increased confidence and mana among rangatahi. Kotahitanga, Manaakitanga, Wairuatanga and Whanaungatanga all evident within the participants.
· An email requesting feedback has been sent to registered participants of the ‘Building an Awesome Whānau’ with Pio Terei. This gave some insights into how to facilitate future events of a similar nature.
· Additionally during the meeting, members suggested several possible speakers for future events which have been noted and will be included in planning.
· Each organisation present at the meeting, provided an update on initiatives happening in their area.
Horowhenua Older Person’s Network
3.3 The Older Person’s Network has met twice since the last Community Wellbeing Committee Report.
3.4 From their meeting held on 20 June 2024, the following updates were provided:
· The Network were given a copy of the old and new action plans as a base for discussion on how these actions could improve the lives of our residents. There are 11 actions from the Community Wellbeing Strategy that focus on our older persons community.
· The Age on the Go budget has been reduced from $8,000 to $3,000. The date is confirmed for 11 October 2024. The network has put forward ideas for the October event and Officer have started planning the event.
· Lynette Jones from Grey Power volunteered to update the contacts for the A-Z Directory.
3.5 From their meeting held on 25 July 2024, the following updates were provided:
· The meeting was attended by Lew Rohloff and Patricia Glimer (Grey Power Upper Hutt), Mike Ryan (Director of Community Services at Upper Hutt City Council) and Cr. Heather Newell (Upper Hutt City Council) who were looking to replicate an Older Person’s Network within their city.
· Discussion on public transport improvements, highlighting the need for better connectivity given the aging population (26% over 65).
· Discussion on Enduring Power of Attorney (EPOA) accessibility and the associated costs. It was mentioned that Community Law have support available.
· Need for community education on emergency preparedness.
· A de-escalation course has been offered to the Network.
Horowhenua Access and Inclusion Network
3.6 The Access and Inclusion Network has met once since the last Community Wellbeing Network Report.
3.7 From their meeting held on 25 June 2024, the following updates were provided:
· Priority actions for the Access and Inclusion Network were discussed.
· Discussed supporting community initiatives, specifically the work with the youth Levin Disability group, to build capacity and support.
· Capacity building opportunities for staff within facilities such as aquatic facilities/libraries, to get training around neurodiversity.
· Horowhenua Companion Card now has eight card holders. There was more work underway to secure more local businesses come on board.
Education Horowhenua Network
3.8 The Education Horowhenua Network has met once since the last Community Wellbeing Network Report.
3.9 From the meeting held on 23 May 2024, the following updates were provided:
· Te Tomokanga programme was presented at the Community Wellbeing Committee meeting on 22 May 2024 where it was well received. The Committee can see how this would be a beneficial programme to run for primary aged children. The next step was to establish a steering committee and coordinator.
· There have been budget changes with the school lunches at some schools.
· School attendance for Term 4: 61% of students attended 80% of the time. This was an improvement from last year.

6.1 Community Wellbeing Strategy Monitoring Report

1. Purpose
1.1 The purpose of the Community Wellbeing Monitoring Report is to highlight progress made against the Community Wellbeing Strategy Action Plan. The report also presents an opportunity for the Committee to discuss and raise any concerns or need to reprioritise the focus of the work programme of the Committee.
2.1 That Report 24/534 Community Wellbeing Strategy Monitoring Report be received.
2.2 That this matter or decision be recognised as not significant in terms of s76 of the Local Government Act 2002.
3. Background/Previous Council Decisions
3.1 The Community Wellbeing Committee meets quarterly to review and monitor the progress of the Community Wellbeing Strategy and overall community wellbeing.
3.2 At their meeting on 22 May, the Committee endorsed a new set of terms of reference which was later adopted by Council. The purpose of the changes to the terms of reference was to better align the work of the Committee with the desired outcomes following a Committee workshop in March 2024. The updated terms of reference also clearly outline what reports and information the Committee will receive during their meetings and these include:
· A Community Wellbeing Dashboard
· A Community Wellbeing Strategy Monitoring Report.
3.3 For the purposes of this report, the intention of the Community Wellbeing Strategy Monitoring Report is to:
· Highlight the progress made on the Community Wellbeing Action Plan. Alternatively, identify any areas of concern or reductions in progress on the Action Plan.
· Keep both the Council and the Committee accountable for the role that they play in community wellbeing.
· Highlight work happening across all of Council business that is contributing to the success of the Strategy and overall community wellbeing.
· Identify community-led initiatives that are also contributing to the delivery of the Action Plan.
4. Proposed Community Wellbeing Strategy Monitoring Report
4.1 In Appendix 1 to this report is a proposed Community Wellbeing Strategy Monitoring Report for your consideration in which officers are seeking feedback to ensure that it is fit for purpose for the Committee and will provide enough information to enable meaningful and robust discussion.
4.2 The Community Wellbeing Strategy Monitoring Report consolidates all actions from the Community Wellbeing Strategy into an easy-to-monitor table, featuring a status indicator that shows the current stage of each action/activity.
4.3 The Community Wellbeing Strategy Monitoring Report is divided into two parts:
· Current Community Wellbeing Actions: Actions currently underway with varied states of progress as indicated by the status bar.
· Work Plan: A plan outlining the priorities and timeframe for all other actions to be achieved and when work will progress on them.
4.4 Officers are seeking feedback and discussion from the Committee to accompany this report at their meeting. In particular, officers are interested in ensuring that the monitoring report is fit for purpose and can assist the Committee in their work programming.

6.2 Community Wellbeing Dashboard Report

1. Purpose
1.1 The purpose of the Community Wellbeing Dashboard Report is to provide the Committee with a draft visual dashboard presenting data, analysis and assists in the tracking of the recently adopted Community Wellbeing Strategy priority areas.
2.1 That Report Community Wellbeing Dashboard Report be received.
2.2 That this matter or decision be recognised as not significant in terms of s76 of the Local Government Act 2002.
3. Background/Previous Council Decisions
3.1 The Community Wellbeing Committee meets quarterly to review and monitor the progress of the Community Wellbeing Strategy and overall community wellbeing.
3.2 At their meeting on 22 May, the Committee endorsed a new set of terms of reference which was later adopted by Council. 3.3 For the purposes of this report, when discussed with the Committee, the intention of the Community Wellbeing Dashboard Report was to:
· At a high level, get a sense of what the community is currently experiencing.
· Enable the Committee to actively monitor any trends that may require the Committee to pivot or realign its focus.
· Provide an opportunity for the Committee to identify future priority discussions and presentations that the Committee may wish to hear and see to allow for further action and work programming.
3.4 At their meeting on 12 June 2024, Council adopted He Hapori Pakari Strong Communities – Community Wellbeing Strategy 2024-2027. The Strategy has identified a number of refreshed community priorities and subsequent action plan to address those priority areas. Additionally, a Strategy Plan on the Page was also developed which outlines at a high level the different areas, actions, who’s responsible and also key indicators to assist with measuring success.
4. Community Wellbeing Dashboard
4.1 In Appendix 1 to this report is a proposed Community Wellbeing Dashboard template for your consideration in which officers are seeking feedback to ensure that it is fit for purpose for the Committee and will provide enough information to enable meaningful and robust discussion.
4.2 Officers in developing this dashboard have attempted to replicate the Horowhenua Economic Dashboard that Mayor Bernie showed as an example to the Community Wellbeing Committee during their workshop held in March 2024.
4.3 It should be noted that officers have simply created the layout, and included some suggested areas of interest that incorporate the key indicators from the Strategy Plan on a Page as well as key data and trends from across each of the Community Wellbeing priority areas. Officers are of the view that six quadrants are sufficient and as a result does not create too much information that is difficult to interpret.
4.4 Officers are seeking feedback and discussion from the Committee to accompany this report at their meeting. In particular, officers are interested in the following questions that can assist in ensuring that the dashboard is fit for purpose and can assist the Committee in their work programming.
· Do we have the format and layout correct which will allow the Committee to decide on what subject matter can fill each quadrant?
· Right now, understanding the priorities of the Community Wellbeing Strategy, how should we populate each quadrant? Noting that some examples have been provided to give guidance to the Committee.
· We’ll need the Committee's help to populate the correct data. What can your agency, organisation or group contribute to help build the dashboard each quarter?

6.3 Community Wellbeing Strategy Report

1. Purpose
1.1 The purpose of this report is to advise the Community Wellbeing Committee of the adoption of He Hapori Pakari - Community Wellbeing Strategy 2024-2027 (the Strategy).
2.1 That Report 24/536 Community Wellbeing Strategy Report be received.
2.2 That this matter or decision be recognised as not significant in terms of s76 of the Local Government Act 2002.
3. Background/Previous Council Decisions
3.1 At its meeting on 22 May 2024, the Community Wellbeing Committee was presented with the draft form of the Strategy. At the same meeting, the Committee acknowledged that the strategy was in draft form and that some minor changes might be made up until its adoption by the Council.
3.2 Additionally, the Community Wellbeing Committee endorsed the direction of the draft Community Wellbeing Strategy and supported the Council in adopting the Strategy, by endorsing it.
3.3 At its meeting on 12 June 2024 the Council adopted He Hapori Pakari – Community Wellbeing Strategy 2024-2027 and associated Action Plan. The discussion around the Council table included praise for the Strategy with the Mayor and Councillors looking forward to seeing it come to life and ensuring that this a Strategy that everyone in the community takes pride in and also responsibility for delivering on.
3.4 The Council also authorised the Chief Executive to make any necessary editorial changes in consultation with the Mayor prior to publication of the Plan.
4. Final Version and Publication of He Hapori Pakari – Community Wellbeing Strategy
4.1 In Appendix 1 of this report is the version of He Hapori Pakari – Community Wellbeing Strategy 2024-2027 that was presented to the Council. At the time of writing this report, the final version is in the final stages of being finalised, correcting some minor editorial changes.
4.2 Once completed, He Hapori Pakari – Community Wellbeing Strategy 2024-2027 will be published on the website and launched with a media release advising the wider community about the published Strategy.
4.3 The ‘Community Wellbeing Strategy – a Plan on a Page’ has also been created to clearly illustrate the Community Wellbeing Strategy in a one-page document for those who do not wish to read the full document and is helpful in tracking progress against some key indicators.
4.4 At the request of Councillors, the Plan on a Page also indicates who is responsible for each action/activity and how each action/activity is funded.
