Berm Mowing
2. At the HDC Meeting on 30 October 2024, Cr. Ross Brannigan put the motion that the CE to bring a report to Council on 27 November outlining potential options for reinstatement of levels of service for berm maintenance in the district. This should include a summary of all feedback received by Council on this matter since the removal of this level of service in the LTP 2024-2044.
3. Certainly, there are a variety of opinions regarding this service and I request that the community share their thoughts with HDC through either TAFCB of their councillors.
4. It is worth pointing out that Foxton Berms are amongst the largest in the country and Foxton like to present a clean and tidy town.
5. Attached are two photographs, the first on the corner on SH1 and Union Street. It is worth noting that this large berm is at the side of the dwelling. The second photograph is 100m along the street and it should be noted that the owner of the section lives and works away from Foxton.
Te Awahou Foxton Climate Resilience Project Governance Group
6. This group which includes HDC, HRC and TAFCB working together to resolve some of the Flood Resilience challenges facing Foxton. The group conducted a ‘walk around’ which enable members of the group to see the challenges facing Foxton. There is currently a budget of $1.925M subject to year end financial processes being completed. This means the money must be spent by then. We do not want to lose this amount as we did the $6m previously allocated. There is a meeting of the group on 8th November as the scheduled meeting on 1st November was postponed for compassionate reasons.
Foxton Futures
7. There is a Foxton Futures Group Meeting scheduled for Monday 4 November 2024. A report of the outcomes of this meeting should be available soon after the meeting.
Manawatu River Festival
8. The Manawatu River Trust and the Destination Te Awahou Foxton Trust are working on the Budget, progamme etc. Details to be released as soon as they are to hand.

MAVtech
2. By the time of the Community Board meets on the 7th November MAVtech will have hosted with HDC a Halloween special with pop-up eats outside so I will have a verbal update at the meeting.
3. The recent AGM saw us farewell Trish Metcalf and welcomed new Trustee Damien Jurgens.
4. There has been significant progress made with displays this last 18 months – so the Trust is keen to host Councillors for an up close tour to gain an appreciation of how special this collection is and the importance of keeping it in Foxton as a growing destination activity.
5. The Spring Fling saw over 20 groups through the museum, raising much needed funds to continue to grow collections and offer programmes.
6. Next movie nights and open days are:
· Friday 29 November – Museum Open 6pm
· Friday 29 November – Movie Night 7pm
· Saturday 30 November – Museum Open 1pm – 4pm
7. The Trust is still looking for a Secretary and more volunteers are always welcome to grow the Trust’s operations to open more days.
Foxton Beach Community Centre
8. I missed the last meeting due to my hip operation but was excited to hear that the Community Centre had purchased with their own funds a Kia Seltos for just over $31,000.00. A huge achievement for such a small but dedicated group.
9. This will become the main Levin shuttle with the wheelchair caddy doing specific bookings for wheelchair and those with mobility issues throughout the region.
10. A web development agreement has been signed so that the centre will have a new modern website launched in the next few months.
11. The Centre is receiving $50,000 from Horowhenua New Zealand Trust which they will use to purchase a new vehicle – the 5th vehicle now in the centre’s fleet. This vehicle is to be a “companion vehicle” which is to be used solely for transporting people from Foxton Beach to Foxton or Foxton to Foxton shops etc. for activities such as Shopping, Library, WINZ, Chemist, Beauty Therapy, Podiatrist etc., even bringing them to the Centre for a little shopping and a cuppa for those people without access to a vehicle. This will relieve pressure on other shuttles and reduce isolation in our communities.
12. By the time this report is public, hopefully on the 30th October the 20 year lease request is approved by Councillors and allow the centre to start strategic planning to ensure raising demands are able to be met.
13. Free COVID tests and face masks are still available from the centre.

The Horowhenua Community Camera Trust
2. The Trust held its latest governance meeting at the Levin Police Station community meeting room on Tuesday, 15 October at 4.00 pm. It was well attended included our Chairman and yours truly.
3. Topics discussed included the development of an updated privacy policy taking into account new changes to the Privacy Act including a risk analysis component. There is also the intention to update the Trust’s Health and Safety Policy in 2025 and to review its Coverage Strategy with key partners and stakeholders culminating in a presentation to HDC in mid 2025.
4. In terms of fundraising the Trust has recently applied for $18,000 from the Lotto Community Grants scheme to finance the installation of CCTV cameras in Shannon. The Board will be updated on this verbally at our November meeting hopefully with some good news in this regard.
5. Further initiatives underway include the move by all members of the governance committee to use Google Docs as a means for improved record keeping and the housing of confidential documents related to the Trust.
6. The recent move to daylight saving had also provided a challenge for some of the cameras on the trust’s network and these had required a manual intervention to set them to the correct time.
7. One notable achievement for the Trust was the finalisation recently with Trustees of priority future pole sites to be forwarded to Electra for scoping and scheduling at the earliest opportunity.
8. The next Board meeting is to scheduled take place on Tuesday, 10 December 2024.
The Manawatu Estuary Trust
9. This Trust held its last meeting at the time of writing this report on Tuesday, 1 October in the Holben Pavillion at Foxton Beach. It’s next meeting is scheduled for Tuesday, 5 November and yours truly will verbally report on the key discussion points at this Board meeting.
10. Meantime at the October meeting attendees were advised that the Resource Consent and Approval for the Construction of two new viewing platforms intended for the Sunset Walkway had been received from Horizons Regional Council (HRC) and Horowhenua District Council (HDC) respectively.
11. Arnim reported on a very successful planting day in the ‘Dune Garden’ but would be writing to HDC and HRC respectively for increased signs to advise people they were entering the Ramsar site – A Wetland of International Importance. The Trust could make a contribution towards funding as necessary. Dave Coles advised he was continuing to update the Trust’s website and invited participants to check it out and make any suggestions for improvement they deemed necessary. Bob Hoskins also suggested the Trust get fluro vests with “Ramsar Volunteers” on them for those who do weeding in the Ramsar site which was agreed to.
12. The Welcome to the Birds celebration took place at rom 10.00 am on Saturday, 5 October on the Sunset Walkway. A group from Wellington attended together with members from a Whanganui iwi. Hayden Turoa and Toha Epiraima led the welcome.
13. Meanwhile the Manwatu Estuary Management Team held its tenth of a series of two monthly workshops on Friday, 18 October to complete harmonisation of new activity plans that outline strategic operations at the Manawatu Estuary and Ramsar site and support the legal documents with the draft Manawatū Estuary Management Plan 2025 -2035 due to be finalised at our next workshop scheduled to be held on Friday, 15 November. Thereafter HDC’s 2009 Foxton Beach Coastal Reserves Management Plan is scheduled to be updated following a similar process in 2025. A celebration is to be held in the Manawatu Marine Boating Club to launch the completed Manawatū Estuary Management Plan 2025 -2035 to coincide with the Team’s next six-monthly meeting on Friday, 14 March 2025.

Purpose | TE PŪTAKE
1. This report is to present the draft Foxton and Foxton Beach Community ‘Plan on a Page’ to the Te Awahou Foxton Community Board for endorsement.
This matter relates to Community Connections and Better Wellbeing.
Initiate community plans in Foxton and Shannon, and continue with place-based relationships.
Executive Summary | TE WHAKARĀPOPOTOTANGA MATUA
2. Officers have been working towards developing a finalised draft community plan for the Foxton and Foxton Beach community by November 2024.
3. Officers provided community planning presentations in November 2023 to gauge the community’s ideas and aspirations as to what aspects they see important to the future of Foxton and Foxton Beach. Attendees were asked a series of questions and worked in groups to offer and discuss their thoughts. Responses were collated and common themes were presented back to the community in May 2024 at a Foxton Futures Business Breakfast hosted by The Horowhenua Company Limited, and community workshops facilitated by officers. Additional follow up workshop sessions were held in July and August 2024 for the community to attend.
4. A draft Foxton and Foxton Beach Community ‘Plan on a Page’ was developed and made available to the public to provide their feedback as part of the community engagement process in August 2024. The community engagement period closed on 25 October 2024 whereby a total of 90 submissions had been received.

5. The Te Awahou Foxton Community Board has the authority to endorse the Draft Foxton and Foxton Beach Community ‘Plan on a Page’.

6. This matter is deemed as not significant because the report is seeking the Te Awahou Foxton Community Board's endorsement of the Community Plan, which sets the future direction. The decision relating to the implementation of the plan will be considered against the significance and engagement policy at the time the plan is developed.
RECOMMENDATION | NGĀ TAUNAKITANGA
A. That Report 24/822 Foxton and Foxton Beach Community Plan be received.
B. That this matter or decision is recognised as not significant in terms of S76 of the Local Government Act.
C. That the Te Awahou Foxton Community Board endorse the Draft Foxton and Foxton Beach Community ‘Plan on a Page.
Background | HE KŌRERO TŪĀPAPA
7. At a meeting of the initial Foxton Futures Group held in 2023, it was agreed that a community plan be developed to ascertain the future direction of the Foxton and Foxton Beach community. In November 2023, officers facilitated community planning sessions to obtain community input and perspectives to inform the development of a community plan that captured the vision, outcome, principles, themes and priorities that was of importance to the community. Over 70 people attended across the three sessions in November and comprised a good mix representing different community interests and ages, however only one ‘youth’ was present at these sessions and it was recognised that engagement with Iwi/hapū was also required.
8. As it had been identified that targeted engagement with local youth be explored, officers visited Manawatu College and engaged with a leadership group. The group were asked about what they enjoyed about living in Foxton and Foxton Beach, what they feel is missing from the community, and what opportunities could be offered to youth to keep them from relocating elsewhere. Officers also designated one of the July community sessions to secondary school aged youth, however as this was held during the school holidays, it was identified that most students work throughout the holidays so no students attended. There were six primary school aged children that were visiting Te Awahou Nieuwe Stroom at the same time, so officers took the opportunity to ask them what they liked about living in Foxton and Foxton Beach.
9. Officers have worked with the Te Tumatakahuki Navigator on Raukawa hapū engagement and are exploring the appropriate channels for further engagement and consultation with Muaūpoko.
10. The initial information from the three sessions held in November was collated, and common themes taken from the responses to the questions asked were presented back to the community in May 2024, firstly at the Foxton Futures Business Breakfast hosted by The Horowhenua Company Ltd, and two further workshops aimed for the rest of the community that were facilitated by officers.
11. Officers facilitated four further community planning workshops on 9 and 16 July 2024. These sessions were held both at Te Awahou Nieuwe Stroom, Foxton, and the Manawatu Marine Boating Club, Foxton Beach. The purpose of the workshops was to explore the common themes identified at previous planning sessions held in May 2024, and create a vision, define outcomes and provide potential solutions and actions to shape into a draft community plan. Aside from Elected Members, there were 45 members of the community that attended across all sessions. Officers also engaged with six primary school aged children who were visiting Te Awahou Nieuwe Stroom during the school holidays, as to their thoughts and aspirations on what makes Foxton and Foxton Beach a great place to live.
12. Two additional ‘drop-in’ community sessions were arranged on 6 August 2024 for those unable to attend during July. At these sessions, the first draft “Plan on a Page” was presented back to the community to commence the community engagement process. Officers acknowledged that more work was required with the community to finalise a draft plan, therefore they engaged with key community organisations and groups to continue to develop the community plan.
13. It is envisaged the final draft Foxton and Foxton Beach Community Plan will be a multi-page document that explores each of the key theme areas in more detail. This will include important social, economic, Iwi/hapū, demographic district planning and environmental information specific to the identified themes.
14. In addition to the initial draft ‘Plan on a Page’ that was presented in August, a community feedback form was provided for community members to submit feedback in a variety of options, e.g. via email or Let’s Kōrero, Council’s online engagement platform. The community was also provided the opportunity to provide their feedback in hard copy form that could be left at Te Awahou Nieuwe Stroom.
15. Officers received a total of 90 submissions after the community engagement period closed on 25 October 2024.
Discussion | HE MATAPAKINGA
16. Of the 90 submissions received, most of the feedback received was positive and supportive of the vision statement and enabling themes of Nature and Environment, Community, Culture and Heritage, Commercial and Tourism, Infrastructure and Transport, and Recreation. Respondents took the time to provide their rankings of the actions as to what they see most important to them. There were respondents that provided additional information that did not feature in the draft Community ‘Plan on a Page’.
17. Officers collated all feedback provided from the community engagement process, and taking into consideration some of the feedback provided, the first draft Foxton and Foxton Beach Community Plan on a Page’ was adjusted to capture and incorporate the thoughts and priorities that the community had provided throughout this process.
18. The vision statement has been refined for the draft Foxton and Foxton Beach Community Plan to now read as follows:
‘A thriving Te Awahou Foxton where our history is honoured, people and culture are celebrated, and natural surroundings are proudly treasured by all that work, live and play here’.
The six priority areas are identified as follows:
· Supporting and enhancing the natural environment
· Fostering and supporting an inclusive and proud community spirit
· Recognising our unique cultures and safeguarding our character and authentic sense of place
· Commercial and tourism activities, provide varied employment opportunities
· Ensuring infrastructure meets community needs
· Enhancing our community organisations, facilities and assets
19. Two meetings were held for the initial Foxton Futures Group on 3 October 2024 and 4 November 2024. The purpose of these meetings was to identify the actions and responsibilities in the draft Foxton and Foxton Beach Community Plan, and ascertain the future direction and representation of the Foxton Futures Group to better reflect and represent the community to be in a position to implement the community plan.
20. During the meeting held on 4 November 2024, it was identified that there is still a need to target the youth community and engage with local Iwi/hapū. On that basis, it was suggested that engagement continue with Youth Voice, Iwi/hapū, and that the feedback documentation is sent out to business and community groups to seek further targeted engagement to help further enhance the Community Plan and implementation.
21. During the Foxton Futures meeting, the future structure to support the successful implementation and delivery of the Community Plan was discussed with the intent for the plan to be community led. It was noted that the Te Awahou Foxton Community Board would contribute to the leadership and advocacy of the plan. The importance of the continued support and involvement of elected members from Horowhenua District Council and Horizons Regional Council was also noted. Understanding and clarifying the roles and responsibilities within this structure will be the focus over the coming month.
22. A copy of the draft Foxton and Foxton Beach Community ‘Plan on a Page’ is attached for reference.

1. This report provides an update to the Board on the storm water discharge consent process for the Foxton Beach township.
This matter relates to Community Preparedness
Continue tackling stormwater hotspots across the district.
RECOMMENDATION NGĀ | TAUNAKITANGA
A. That Report 24/824 Update on Foxton Beach Stormwater Consent be received and noted.
DISCUSSION | HE MATAPAKINGA
2. Horowhenua District Council has applied for a global stormwater discharge consent to authorise stormwater discharges from Foxton Beach township into the Manawatu Estuary. The application is currently on hold under s92 of the Resource Management Act. HDC’s consultant Good Earth Matters Ltd is in the process of preparing a response to the request for further information requirements.
3. HDC is working with Good Earth Matters in order to proceed with the response being;
§ The adoption of an improvement strategy
§ Confirmation of providing future growth
§ An engagement plan formulation with Iwi Partners
4. The recommended improvement strategy and locations details are set out in Figure 1:

6. Next Steps - Adoption of the overall Improvement Strategy for the following areas as proposed complete with timelines for implementation:
· Holben Reserve
· Linklater Subcatchment
· Central Subcatchment
· Whitebait Creek
· Soo & Forbes Rd subdivision attenuation ponds
7. The subcatchments with designed stormwater interventions (Holben, Central and Linklater) comprise a total of 161 ha, approximately 50% of the stormwater catchment to which the Foxton Beach urban discharges contribute (noting the entire Whitebait creek catchment is over 5,000 ha in size). Additionally, more 'natural' improvements to the Soo and Forbes subdivision attenuation ponds and Whitebait Creek (contributing subcatchments shown as hatched areas) will further improve the quality of stormwater discharged to the Estuary. These subcatchments total a further 146 ha in area.
Future Growth
8. HDC are considering multiple options to identify potential growth areas including any additional infrastructure requirements. This includes reviewing a process to incorporate new stormwater discharge, this is required to be met before any new connections to the stormwater are made. Council are also providing accountability for reporting requirements to the Regional Council.
Engagement with Iwi Partners
9. Initial verbal contact has been made with hapū at place in respect to upcoming engagement and providing information on the Foxton Beach Stormwater consent proposal. Engagement is underway to get agreements in place with Rangitane, Muaupoko and Ngati Raukawa hapū for resourcing input to the project.

DISCUSSION | HE MATAPAKINGA
2. The Board continues to progress the Endowment Fund Policy Review
3. Last week the Board workshopped a preferred outline of the final shape of the fund policy.
4. The next step is to attend a hui with hapū owners to discuss and build agreement around the final shape before officers prepare a draft policy and associated procedure for the Board and hapū consideration.
5. Officers acknowledge this process has taken some time, however this has been a deliberate process to ensure the Board and hapū are included to build an enduring, fit-for-purpose policy, which continues to provide infrastructure support to the people who live at Foxton Beach or who have ancestral ties to Foxton Beach.
Financial Statement – as at 30 September 2024
6. The financial statement of the Foxton Beach Freeholding Account for the year to date end 30 September 2024 is attached to this report. Due to timing issues the October report was not able to be provided in time for this meeting.
7. It records the one grant paid in this financial year, to Motuiti Marae. It also records the income received thus far in this financial year from land leases, rent and interest income year to date.
8. The balance of the fund currently sits at $5.031M.
