Kings Canal Sheet Piling Installation
2. In our last update, we anticipated work would begin between late January and early February.
3. Initial advice indicated that the works could be carried out under the HRC Environmental Code of Practice, however, further advice has since been received requiring us to investigate further. The works may need consent, and we are currently working through the process to ensure full compliance before proceeding.
4. This advice came late in the process and was unexpected, but we are committed to working through it properly. We know the community is keen to see the overgrown vegetation cleared as soon as possible.
5. Our contractors are on standby, ready to begin as soon as we receive the necessary approvals. In the meantime, we will continue to keep affected landowners informed.
Purcell Street Pumping
6. The two tractor pumps have been ordered and are expected to arrive in May.
7. We are working closely with HDC to finalise the Pumping Management Plan. As part of the plan, we will need to confirm:
· The primary deployment point for the pumps.
· Any priority locations for deploying the second pump if and when needed.
8. These items will be on the agenda for this month’s hui, so please take some time to consider them and come prepared for discussion
Purcell Street Drain Level Monitoring
9. The Catchment Data team is currently discussing deployment options for water level monitoring. Current thinking suggests this may require installing an old-style telegraph pole made of aged hardwood to ensure the structure blends with the surroundings. A radar would then be mounted to this, alongside a manual reference for monitoring. We expect to have design mock-ups ready for your review at the upcoming meeting before work proceeds.
Cook Street Wetland
10. The initial maintenance of the whenua has now been carried out to allow the land to be used as a lay-down area to support upcoming works. We are currently working with the comms team to arrange signage, which is expected to be installed before the end of the month.
Swimming at Foxton Beach
11. Swimming was stopped at Foxton Beach for a while based on a notification from Horizons. Horizons regularly test the area to monitor water quality.
12. They have updated that the water is safe for swimming again as of 23rd February following testing on February 20th.
13. During the swim season, November – March, they regularly assess the health risks from faecal contamination at swimming spots. Toxic algae is also regularly monitored at some river and lake sites. Monitoring results can be checked anytime here: https://www.lawa.org.nz/explore-data/swimming.

15. We need to address the communication aspect of these warnings. It is unlikely that swimmers access the Horizons or any other website before deciding to swim at Foxton Beach.
Foxton Beach Endowment Fund
16. Discussions on this fund are proceeding albeit a little slower than we would have like. Hayden Turoa has recently provided us with an 884 page report that contains information on Foxton Harbour Board, Manawatu County Council and Papangaio J block. It contains some interesting historical reading.
17. We are awaiting the next meeting with Iwi and hope to have all matters resolved before the Local Body Election this year.
Papangaio Te Wharangi Manawatū Estuary Management Plan 2025 -2035
18. A series of highly successful workshops over a two year period has occurred between statutory managers: DOC, Horizons Regional Council, Horowhenua District Council, Iwi and many local community groups. The outcome of this excellent cooperative work is a groundbreaking publication launch celebrate the internationally recognised Ramsar Site which includes the Manawatū Estuary. This will take place on Friday, 21 March 2025 at 1.00 pm at The Manawatu Marine Boating Club, 50 Hartley Street, Foxton Beach.
Foxton Beach Coastal Reserves Management Plan
19. Following the success of the Papangaio Te Wharangi Manawatu Estuary management plan it has been decided to follow the same format for the HDC’s Foxton Beach Coastal Reserves Management Plan.

Manawatu Estuary Trust, MEMT and Estuary Plan Launch on 21 March 2025
2. The Trust held its first meeting of the year on Tuesday, 4 February 2025 and is due to hold its second meeting on Tuesday, 4 March. At the former it was disclosed that all consents had been granted for the proposed viewing platform and additional seating intended for the Sunset Walkaway. MET is now seeking relevant tenders, over a two week period, before deciding on who to appoint so construction can then procced. Recent bylaw reviews for Dog Control and Local Waters Done Well were also considered. MET is to make a submission in respect of these. Notice of a newspaper article about public viewing of the Palmerston North Waste Water Treatment Plant was raised. As a result various Trust regulars said they would request the opportunity to participate in such a viewing. The Trust’s web site also continues to be enhanced and progressed by Dave Coles.
3. The Manawatu Estuary Management Team (MEMT held its first workshop meeting of the year on 7 February at WFT as it works to update HDC’s 2009 Foxton Beach Coastal Reserves Management Plan. The intention is to use the same committee structure and workshop process that was employed so successfully to complete the Manwatu Estuary Management Plan. The six monthly meeting of the MEMT is scheduled for the morning of Friday, 21 March at the Manawatu Marine Boating Club. It is then to be followed at 1.00 pm with the grand unveiling of the Papangaio Te Wharangi Manawatū Estuary Management Plan 2025 – 2035 accompanied by a light lunch. Over fifty registrants have been received at the time of writing. These include senior statutory manager, hapu and community group representatives and Mayor Bernie and local MP Tim Costley. The next MEMT work shop is to be held at WFT on Friday, 11 April between 9.30 am and 12.30 pm.
The Horowhenua Community Camera Trust – HCCT
4. The HCCT’s Governance Board met on Tuesday, 18 February. It continues its important work of maintaining and monitoring of the existing CCTV network and installing new cameras as required throughout the Horowhenua district. It is also in the process of finalising a proposed partnership agreement between the Trust and Council.
HDC’s approach to Economic Development in our district to 2034
5. While this was initially raised in my 26 February 2025 email to TAFCB Chairman John Girling Board Members and the Democracy Team, I was then advised to include this in my report and to also include a request from Council that they report on this at our 10 March Board meeting.
6. As we know the Horowhenua District Council (HDC) is a key service provider for our district. Its purpose,“is to enable democratic local decision making to promote the social, economic, environmental and cultural wellbeing of the Horowhenua District in the present and for the future.”
7. In 2017, Council unanimously agreed to support the setting up of a community owned, not-for-profit trust that could operate independently to help the people, places and communities of Horowhenua to flourish.
8. In 2018 the Horowhenua New Zealand Trust (HNZT) was therefore established with a mission to improve the economic and social wellbeing of the people of Horowhenua. In turn HNZT set up a wholly owned subsidiary, The Horowhenua Company Ltd (THCL), that operates as the independent development agency for Horowhenua.
9. Council has a contract with the THCL to provide economic development services.According to its website “THCL undertakes activities and projects to enable the Horowhenua NZ Trust to achieve its mission, to improve the social and economic wellbeing for all of Horowhenua. We champion Horowhenua, understanding the opportunities for growth. We identify and attract investment to achieve the outcomes. THCL identifies gaps and takes action on the priorities for Horowhenua - we make stuff happen!”
10. Among other activities THCL produces a quarterly Economic Dashboard. This signals how various areas of our district’s economy are performing. The dashboard is updated quarterly based on Infometrics, Marketview and Corelogic data. It also includes a “looking forward section” with more current commentary of local observations and insights and analysis from a range of economic commentators.
11. On the Agenda for the Council’s 13 October 2024 meeting was Item 8.2 (file No: 24/7 10) Approach to Economic Development Update. It was authored by David McCorkindale, Group Manager – Vision and Delivery at HDC and approved by Monique Davidson, Chief Executive Officer. The purpose of the report was to inform “Council of the 45 page report prepared by SageBush that explored the current economic development strategy and identified potential future economic development goals.” This report was included with the Agenda papers.
12. “SageBush are public sector finance specialists” based in Wellington. Yet as noted they were used to inform Council regarding “economic development strategy.”
13. Economic consulting is a specialised field at the intersection of economics, law, and business. It involves applying economic theory, econometrics, and data analysis to provide quantitative and qualitative insights to answer business and economic related questions. The goal is to deliver data-driven strategies that inform business decisions, shape public policies, and the like. On the other hand financial consulting is about working with clients to help them structure their assets and build and implement strategies to support long-term financial goals
14. As has been noted given HDC already has contracted with THCL to provide economic development services including economic metrics through their quarterly Economic Dashboard on behalf of our district’s ratepayers and residents I wonder why was there a need for both Council and THCL to jointly employ consultancy, SageBush using their financial consultancy lens to report on an economic development forecast for our district. I would have thought this work could and should have entirely been handled by THCL? Had this approach been adopted it would likely to have been significantly cheaper than employing the SageBush consultants.
15. Furthermore, I am concerned in SageBush’s report where in respect to the Otaki to North of Levin Highway Project (O2NL) they comment on page 34 of their report:
16. “Effects on other centres in Horowhenua District or Kapiti Coast District are expected to be very small. Foxton and Shannon continue to be located on SH1 and SH57 respectively and both are expected to be largely unaffected.”
17. This is an astounding claim. It is not substantiated by any empirical evidence to back it up. For example, it runs completely counter to details in a 17 February 2025 HDC Media release noting in recent correspondence from our Mayor Bernie Wandon to Transport Minister Chris Bishop commenting that “without tolling in 2029 when O2NL is opened, vehicle numbers on State Highway south of Levin could be expected to be around 5,400 per day; however with tolling, the forecast volume would be 14,100 vehicles.” This will have an undoubted profound impact on Foxton surely.
18. It is imperative, in my view, for the Board to learn what comprised HDC’s rationale for using an external financial consultancy firm SageBush to come up with an economic development strategy when it has its own entity, THCL, which, prima facie is well equipped and fully capable of completing such work. It would also be useful if in their report Council staff would please give their considered feedback on SageBush’s observation noted above in respect to their perspective on the apparent lack of economic impact of the O2NL project on Foxton in particular.

|
MAVtech continues to grow awareness in the wider region and that also is starting to bring in new volunteers. However, they are still in urgent need of a digitally savvy Secretary for meeting minutes and agendas – not overly onerous if someone has a few hours spare a month – usually the last Saturday of the month.
The biggest highlight is the new Lancaster bomber exhibit is now operational.
Next movie nights and open days are: Friday 28th March – museum open 6pm, movie 7pm, Sat 29th March – museum open 1-4pm
The Easter Fair is fast approaching with the museum open on Sunday 20th April instead of 26th April. Movie night in April falls on ANZAC Day and they have yet to decide whether they will open for that evening.

Foxton Beach Community Centre |
The main focus this last 2 months has been the introduction of the Foxton Beach Community Centre's new companion car service. With a donation from Horowhenua NZ Trust of $50,000.00 has released valuable health shuttle availability whilst providing a much-needed service to reduce isolation. Residents can book a companion to take assist them to appointments, shopping and connecting with others in the community. The service is provided for Foxton and Foxton Beach residents for time in this area - the health shuttle service is still available for those residents who need support with appointments further away. Unfortunately, Health nurse clinic is still unavailable due to staffing issues – but it is expected to return when staff recruitment has occurred. Age Concern held a safe driving course for the elderly last Friday at the centre, being well attended. A huge shout out to Jason Davy and his team at New World Foxton. Their biannual charity golf tournament saw the Community Centre being a recipient of $22,500 from the day’s effort.

Manawatū College Educational Trust |
I attended the Annual General Meeting of the Manawatū College Educational Trust on Tuesday 18th February. This last year has unfortunately seen 2 of their long-term dedicated Board members step down. Previous Board and past students have stepped up, but the Board is always on the lookout for more past students/members to join and help out. This not only eases the load but allows the Board to accomplish much more for the current and future students. The Board welcomed the appointment of two new student representatives – Marlique Taylor and Jordon Cox to Board meetings. The school website contains details of the Trust, along with contact details for interested past students keen to help. Financially they are in a good position but the more paid members and more bequeaths ensures more disbursements can be made for students, activities and equipment.

2. In mid-2024, Te Awahou Foxton Community Board participated in a mid-term review. This provided board members an opportunity to share insights into what was going well and where improvements could be made. The board also discussed where their collective focus could turn to for the remainder of the Council term. Following positive and constructive conversations, the Board formed a consensus on the following priorities.

4. Officers had undertaken a workshop with the Board to look at next steps in the process. The Board have identified a preferred way forward for the review, and are planning to share that with iwi.
Foxton and Foxton Beach Community Plan
5. At the Council meeting held on 11 November 2024, Council unanimously endorsed the draft Foxton and Foxton Beach Community ‘Plan on a Page’. Officers provided this information to the Foxton Futures Group at the meeting held on 5 December 2024. At this meeting, it was discussed that the next steps would be to engage in an expressions of interest process to seek interest from members of the community and community groups to join the Foxton Futures Group; specifically to support each of the six themes identified in the Plan on Page, those being, Nature and Environment, Infrastructure and Transport, Community, Recreation, Culture and Heritage and Commercial and Tourism.
6. The expressions of interest process is still open and is currently seeking applications from community members or groups that have the passion and skills to represent any of the themes applicable to them. Lead roles would then be identified during workshops that will follow the expressions of interest process once the current Foxton Futures Group have reviewed the applications at the next meeting on 20 March. Officers have created position descriptions for lead roles for four of the six themes to be included in the expressions of interest process, i.e. Community, Recreation, Culture and Heritage and Commercial and Tourism. It was agreed for Horowhenua District Council to lead Infrastructure and Transport, and Horizons Regional Council to lead Nature and Environment.
7. Expressions of interest opened on 12 February 2025 and will close at 5pm on Wednesday 5 March 2025. To date, 13 applications have been received that include representation towards all of the themes, with some expressions of interest applications selecting to represent multiple themes. All applications will be reviewed at the next Foxton Futures Group meeting to be held on 20 March 2025. Information on the expressions of interest process is advertised via the HDC website https://www.horowhenua.govt.nz/Growth-Projects/Projects/Foxton-Futures/Foxton-Futures-Group-%E2%80%93-Expressions-of-Interest and emailed twice to all 167 current subscribers to the Foxton Futures newsletter updates for them to share further. It has also been advertised via HDC’s media and social channels. Once the newly formed Foxton Futures Group is established, work will begin to create the more detailed Community Action Plan that will identify the projects and priorities to bring the Foxton and Foxton Beach Community Plan on a Page to life.
Foxton Beach Stormwater Consent
8. Officers provided the Board with a detailed briefing on Foxton Beach stormwater; that briefing is attached to this report.
9. This briefing set out details of the main storm water catchments at Foxton Beach and the mitigation strategies.

Financial Statement – as at 31 January 2025
2. The financial statement of the Foxton Beach Freeholding Account for the year to date end 31 January 2025 is attached to this report. Due to timing the February report was not able to be provided in time for this meeting.
3. The balance of the fund currently sits at $5.118M.

1. This report presents Te Awahou Foxton Community Board the updated monitoring report covering requested actions from previous meetings of the Board.
This matter relates to Pursuing Organisation Excellence

RECOMMENDATION | NGĀ TAUNAKITANGA
A. That Report 25/79 Te Awahou Foxton Community Board - Actions Monitoring Report - March 2025 be received and noted.
