TE AWAHOU FOXTON CLIMATE RESILIENCE PROJECT GOVERNANCE GROUP

Kings Canal Sheet Piling Installation

2.       It was great to have so many of you join the recent sheet piling walkover — the turnout and conversations were really encouraging. Since our visit to the site, sheet piling has continued to progress. They are currently working from Coley Street and have taken steps to reinforce the opposite bank to support digger capacity. The project remains on track to deliver the works before the end of June.

3.       Throughout the project, we’ve had positive engagement with landowners. From Cook Street through to Avenue Road, a number have noted their appreciation for the way things are being handled — which has been encouraging to hear.

4.       Purcell St. erosion protection at Purcell Street will get underway shortly, led by Caldows

5.       The Raven Eye flow meter has now been approved and procured as have the flood protection pumps.

FOXTON FUTURES:

6.       Foxton Futures Group Workshop to be held at the Manawatu Marine Boating Club, Foxton Beach on Tuesday 6 May, 5.30pm-7pm. The Objective is to establish the Foxton Futures Group, align roles, expectations and preferences, and set a foundation for collaborative community planning.

LOCAL WATER DONE WELL SERVICE.

7.       TAFCB had a workshop to discuss any possible submission to HDC. A submission was made and the Chair will speak to it on Wed. 30th April  on the following points 

1.   There will be a reduction in local input into decision making on the make up of the Board/Governance and how it’s going to be established in unclear. Sitting at the mouth of the Manawatu River, the voice of the people of Foxton and the Beach needs to be involved and clearly heard in decision making.

2.   Despite the expectation of potential lower costs, we are concerned about fixed income residents should the planned savings not eventuate.

3.   The community, including the Board, must be involved in the development of the letter of intent, including how to ensure the letter of intent is complied with and what mechanisms the Council's and community have in terms of redress if the letter of intent is not complied with.

4.   Local solutions, such as discharging to land as opposed to discharge to water, need to be protected and allowable. Whilst discharge to land may not be required (as stated in Morrison Low report p.36, para 2 of the Assumptions), it should be an option available, along with other locally improved treatment and discharge options. Ensuring local knowledge is incorporated in developing solutions.

5.   Harmonize costs earlier rather later - from year 3.

6.   We express concern about the high costs of the governance and the executive team; letter of intent should ensure tight financial controls. The costs for setting up the Water Service Organisation need to be scrutinised and significantly decreased.

7.   There is a lack of clarity on how the split of development contributions will be managed going forward, If the WSO decides there needs to be significant increases in Development Contributions, how is this managed through the rate setting process and Long Term Plan? Will development contributions be applied equitably across the WSO area?

8.   We appreciate resource consents will need to be issued, but have concerns on how these will be consulted on and policed, if granted. What obligation is the re on the WSO to publicly consult on resource consent applications?

 

ANZAC DAY

8.       The Dawn Parade and the Civic Service were well attended by numbers greater than last year. 21st Supply Company NZ Army were in attendance. Out local MP Tim Costly addressed the Dawn Parade and Major Jeremy Borgman, OC 21st Supply Company and the Chair of TAFCB addressed the Civic Service.  Our Town Crier, Lyall Benton, delivered an International message celebrating the 80th Anniversary of VE Day, the 8th May 1945. Foxton was the first in the world to receive this proclamation.

9.       Subsequent conversations with 21st Supply company explored closer cooperation and the possibility of sporting events between Foxton and the 21st Supply Company.

DUTCH BIG DAY OUT  

10.     Was celebrated on Saturday 26th and attended by the Dutch Deputy Ambassador and her family as well as our Mayor and CE., the Deputy Mayor, and CR Justin Tamihana, the Chair of TAFCB and Board Member Nola Fox.

7.1        Update on the Bird Viewing Platform Project at Foxton Beach

1.       The Manawatu Estuary Trust (MET) have for a number of years been planning for a new bird viewing platform overlooking the Manawatu Estuary, which is an internationally accredited RAMSAR site, a wetland area of international standing.               

RECOMMENDATION | NGĀTAUNAKITANGA

A.      That Report 25/230 Update on the Bird Viewing Platform Project at Foxton Beach be received and noted.

bACKGROUND | hE KŌRERO TŪĀPAPA

2.       Although their initial intent was to upgrade the existing bird viewing platform which is at the end of Dawick Street, they were not able to demonstrate enough public support to change this existing structure (by way of an extension to the platform and the addition of a roof), and HDC therefore did not grant approval from a landowner perspective.

3.       This meant that MET switched their focus into looking at other potential sites bordering the Estuary. Where they have settled on is on land which is owned by the Department of Conservation (DOC), being land title: Part Section 268 TN OF Foxton (see Attachment One, with aerial plan of proposed bird viewing platform). This land is subject to a Management Agreement between the Department of Conservation and Horowhenua District Council (HDC), for HDC to do basic maintenance on the site, including mowing and edging. All management decision-making on this land that goes beyond minor maintenance sits with DOC.    

4.       MET has progressed the Bird Viewing Platform project to the following point:

·    MET have gained consent from HRC;

·    MET have consulted on the proposal with iwi and adjacent landowners;

·    All approvals from DOC have been received for the project, subject to HDC confirming long term management responsibilities for the asset. 

5.       In this context, the decision to allow MET to build a bird viewing platform on this land was one for DOC to make, and subject to certain conditions that MET have worked through, this has largely been approved.

6.       The one key matter to resolve before DOC give their final land owner approval for this project, is the concern that DOC have about:

a)   the long-term maintenance of this asset;

b)   as well as its replacement at the end of its useful life.

7.       The Manawatu Estuary Trust is a well-respected and effective ecological group that has provided, and continues to provide, valuable advocacy and energy with regards both the Estuary, and the wider Foxton Beach environment. However, despite this, MET is not in a position to maintain this asset into the future, nor be realistically placed to fund and organise its replacement at the end of its lifecycle. This is from both a resource and a skill-set perspective.

8.       On that basis, this report is to outline HDC’s decision-making on this matter to the Te Awahou Foxton Community Board, as well as next steps.  

DISCUSSION | HE MATAPAKINGA

9.       The key discussion point is the on-going long-term maintenance, and subsequent replacement of this asset once it reaches the end of its life. Uncertainty has been expressed by the Department of Conservation about giving final land owner approval for this to go ahead without a comprehensive asset management approach to look after this asset over the long term.

10.     HDC’s Chief Executive has agreed that HDC will take responsibility for the asset management of the bird viewing platform, as well as the long-term maintenance.

11.     The costings will be included in the 2027-47 Long Term Plan, made up of:

·    Maintenance costs of $500 per annum;

·    Replacement cost of $200,000 in year 2055 (30 year lifecycle).

12.     This decision provides certainty to the land owner, the Department of Conservation, that this community driven project will result in an asset that has a structured management approach over the long term, including annual maintenance.

13.     The next steps will be for:

·    HDC Officers to confirm in writing to the Department of Conservation that indeed HDC will assume asset management responsibility for the Bird Viewing Platform;

·    Seek confirmation in writing from DOC that with this decision by HDC to assume the long-term management of this asset, that all approvals from DOC to MET have been resolved in order for the project to proceed;

·    Seek a work programme from MET for the project construction.

·

2.       In mid-2024, Te Awahou Foxton Community Board participated in a mid-term review. This provided board members an opportunity to share insights into what was going well and where improvements could be made. The board also discussed where their collective focus could turn to for the remainder of the Council term. Following positive and constructive conversations, the Board formed a consensus on the following priorities.

Foxton Beach Endowment Fund Policy Review

4.       A hui has been scheduled to take place in mid-May, during which the participants will work together to develop and shape the content of the policy. The goal is to have the draft policy ready for consultation with relevant stakeholders, followed by formal adoption, all to be completed prior to September 2025.

Foxton and Foxton Beach Community Plan

5.       An expressions of interest process opened on 12 February 2025 seeking applications from community members or groups that had the passion and skills to represent any themes applicable to them identified in the Foxton and Foxton Beach Community Plan on a Page.  The themes include Community, Recreation, Culture and Heritage, Commercial and Tourism, Nature and Environment and Infrastructure and Transport.  The expressions of interest process ran for three weeks, closing on 5 March 2025.  The interest and response was very positive for these voluntary roles.  At closing, 18 applications had been received that indicated representation across all themes, where some submitters had selected to represent across multiple themes.  There were four additional expressions of interest received after the closing date, which have been also been included. 

6.       Reviewing the expressions of interest received and identifying next steps were the focus on the Foxton Futures Group meeting held on 20 March 2025.  The meeting discussed determining the best process for appointing leads to four of the six themes within the Foxton Futures Group.  It had been agreed in previous meetings that Infrastructure and Transport, and Nature and Environment would be led by Horowhenua District Council and Horizons Regional Council respectively. Discussions included the process for appointing a chairperson, the role of stakeholders, and whether leadership of the themes should be assigned to individuals or groups.

7.       The next steps include hosting a workshop for all those who expressed interest to meet each other, outline expectations, determine leaders and organise a process for meetings going forward.  This workshop has been scheduled for Tuesday 6 May, 5.30pm to 7pm at the Manawatu Marine Boating Club.  Officers have contacted all those who applied to thank them for their expression of interest and provided details of the upcoming workshop, along with outlining role expectations and information on what is included as a theme lead if this is something that is of interest to them, or alternatively, if they would like to nominate someone else to a lead role. Submitters that expressed interest across multiple themes were asked to advise their top one or two preferences to try and manage an even spread across the themes.  All members of the current Foxton Futures Group were sent the same information that was sent to all submitters for their information and awareness, and have been sent a separate invitation to attend the workshop.

8.       Although the expressions of interest application process has closed, it was agreed to leave the process open for other members of the community to be involved in the future.  This would provide people the opportunity to contribute to this work in the future if they may not have the capacity to be involved at present or allow for those with additional skillsets to join.  It could also attract members of the community that would like to contribute to a specific project of interest to them.  Once the newly formed Foxton Futures Group is established, work will begin to create the more detailed Community Action Plan that will identify the projects and priorities to be implemented to bring the Foxton and Foxton Beach Community Plan on a Page to life.

 

 

Foxton Beach Stormwater Consent

9.       This update provides a summary of recent and upcoming stormwater management work in the Foxton and Foxton Beach areas. The main goals are to improve flood protection, protect water quality, and meet regulatory and community expectations.

Foxton Beach

10.     Work is progressing on the Foxton Beach Stormwater Consent, with iwi engagement playing an important role. The first meeting with Raukawa took place in January 2025, and further hui with Muaūpoko Tribal Authority (MTA) and Rangitāne are being arranged. The council is currently preparing its response to Horizons Regional Council on technical matters (as part of the Section 92 process), which will be submitted once iwi consultation is completed.

11.     In the meantime, HDC will be installing a flow meter at one of the stormwater outlets later this year. This will help us gather accurate data to guide future flood management work.

Te Awahou Foxton Flood Mitigation Project 

12.     It is a multi-agency initiative to strengthen Foxton’s flood resilience. The governance group comprises representatives from local iwi and hapū, the community, HDC, Horizons Regional Council, and the Foxton Community Board. ​ Key project updates include:

13.     Sheet Piling along Kings Canal Drain - Installation of sheet piling will begin in February 2025. This work will help reduce water seepage, prevent erosion, and improve the strength of existing flood protection. Completion is expected by mid-2025, depending on weather and construction progress.

14.     Future Wetland/Retention Basin Site - Horizons Regional Council has purchased a property near the eastern end of Cook Street. The site is being considered for the development of a wetland or retention basin in the future, which would help slow down and store stormwater during heavy rain, reducing flood risk and improving water quality.

15.     New Tractor Pumps for Stormwater Management - Two tractor-driven pumps have been ordered to help manage surface flooding during heavy rain and high tides. These pumps are due to arrive in May 2025. HDC will own them and contract local operators to use them when needed.

16.     Stormwater pipe assessments and flow monitoring – HDC has used some project funds for CCTV inspections of critical stormwater pipes. In addition, a new flow monitoring device will be installed near one of the outlets to the River Loop. This data will help inform future flood mitigation projects and contribute to improved flood modelling.

LiDAR Aerial Survey

17.     Both Foxton and Foxton Beach catchments are part of a wider LiDAR (Light Detection and Ranging) aerial survey project. This aerial survey will capture highly accurate ground elevation data, which will help:

·    Identify low-lying zones, overland flowpaths and potential ponding locations

·    Improve the accuracy of flood models and long-term stormwater planning

·    Assist with infrastructure design and stormwater network improvements, especially in growing urban areas
